Investigations into the driver's safety performance history with previous employers are also required and are held under their own rules.

The medical certificate comes from a registry-listed medical examiner. The motor vehicle record comes from each state licensing agency. The safety performance history comes from previous employers who have to be contacted and who often do not reply promptly. The Clearinghouse query comes from the FMCSA. The application and road test come from you. Nothing arrives on the same cycle as anything else, and the medical certificate in particular can be issued for two years, one year, or three months. That fragmentation is the entire commercial case for a managed service.
It is a continuing obligation, not a hiring task
The annual review of driving record and the driver's annual list of violations both recur, medical certificates expire, and licenses are suspended between reviews without anybody telling you. A file that was complete at hire is not evidence of anything two years later. Carriers that treat driver qualification as onboarding paperwork rather than as a continuing record are the ones that discover the gap during an audit or, worse, after an accident where the plaintiff's first request is for the driver's file.
